Athena Advisors operates with a clear philosophy: no two clients are alike, and no two solutions should be either - delivering trust, transparency, and transformational value across India's housing finance ecosystem
Satish Mehta, MD & CEO
India's housing finance sector is witnessing strong and sustained growth, driven by urbanization, rising home ownership aspirations, and government support through schemes such as Pradhan Mantri Awaas Yojana (PMAY) with its dedicated Interest Subsidy Scheme. With nearly 90 Housing Finance Companies operating across the country, the sector's scale and diversity have expanded considerably.
Yet significant challenges persist. The definition of affordable housing remains anchored to outdated benchmarks that have not kept pace with inflation or aspirations. Furthermore, lenders grapple with digitalizing operations while shedding legacy processes, and regulatory compliance governed by the Reserve Bank of India (RBI) and National Housing Bank (NHB) demands constant vigilance. In this environment, the need for credible, specialized consultants in the housing finance industry has never been greater.
Amid these challenges, Athena Advisors has emerged as a distinctive and trusted name in the space. Founded by Satish Mehta, MD & CEO, the Mumbai-based firm partners with NBFCs, Housing Finance Companies, Microfinance Institutions, Banks, Credit Bureaus, and Lending Technology Platforms to deliver high-quality advisory with a focus on execution, reliability, and client outcomes.
The firm's philosophy is unambiguous: no two clients are alike, and no two solutions should be either. Athena operates as what Satish Mehta describes as an "outside insider", combining the objectivity of an external advisor with the practical fluency of professionals who have spent decades working within the industry. The team collectively brings over 50 years of hands-on experience in housing finance, credit risk, and regulatory compliance.
Athena's edge flows from the pedigree of its leadership. Satish Mehta's career began at HDFC Limited before he went on to lead as the founding Managing Director of CIBIL (now TransUnion CIBIL) India's first Credit Bureau - building its products, scoring models, and data infrastructure from the ground up. He subsequently led the establishment of Credit Bureaus across six countries with Dun & Bradstreet, spanning South Asia, the Middle East, and North Africa. Mitushi Chaurasia oversees internal operations across the group and leads growth at Athena CredXpert LLP, ensuring alignment of processes, coordination across teams, and smooth execution of strategic and operational priorities.
Vanshika Jain leads the consulting team, independently managing assignments across diagnostic study, process re-engineering, regulatory and risk advisory. The broader team includes specialists with over 30 years in housing finance and deep expertise in retail lending and Credit Bureaus. Satish Mehta's active presence on the boards of several NBFCs, Housing Finance Companies, and Microfinance Institutions ensures the firm stays practically current on every RBI and NHB regulatory development.
A Diagnostic Approach Tailored to Every Client
Athena’s engagements are anchored in a rigorous diagnostic methodology. Every engagement begins with a comprehensive assessment, meetings with the Board and Senior Management, structured discussions with Functional Heads, and physical branch visits, including distant locations to understand on-ground realities. A company with a Rs 100-crore book and one with Rs 1 lakh crore require fundamentally different solutions.
Athena accordingly designs solutions aligned to each client’s scale and growth stage. The firm’s core offerings include strategic advisory, digital transformation, policy and process re-engineering, risk advisory, sustainable growth planning, and functional training programs. A distinctive offering is the firm's Strategic Leadership Development Program, incorporating 360-degree assessments, psychometric evaluations, SWOT analysis, and structured workshops to build future-ready leadership teams.
A Track Record Built on Trust and Delivery
Since its inception in 2012, Athena has completed over 25 Housing Finance Company engagements and more than 30 mandates overall, across India and international geographies, including South and Central Asia, the Middle East, and Africa - several under assignments from the World Bank Group and Asian Development Bank. Growth has been driven not only through marketing, but also through delivery. The firm maintains a strict policy of declining assignments outside its core domain rather than overpromising, hence generating repeat mandates and word-of-mouth referrals. Credibility here is not claimed; it is conferred by the industry.
Looking ahead, Satish Mehta sees housing finance as a sector set to grow in scale, complexity, and consulting requirements. New HFCs will continue to emerge, and even well-established players will face evolving challenges in risk management, digital transformation, and talent development that may not be fully addressed in-house.

Affordable housing will command increasing attention from the Governments, Banks, NBFCs, and HFCs alike, with risk-based pricing becoming a defining capability - one where Athena is well positioned to advise. Credit counselling, through Athena CredXpert LLP - Athena’s recently launched group firm - represents another significant growth vector. India has had Credit Bureaus for over two decades, yet consumer awareness and credit literacy remain vastly limited; Satish Mehta's foundational role at CIBIL (now TransUnion CIBIL) and his international Credit Bureau experience give Athena a unique and credible platform in this space.
On technology, AI is already embedded in Athena's service delivery and will only deepen - from process engineering to alternate data analysis to risk advisory.
"At the core of everything we do are trust, transparency, and honesty. Those principles will not change. What will evolve is how we deliver value. Over the next 18 months, we intend to expand our footprint, strengthen our overall capabilities, and integrate AI-led tools into our operations to enhance speed, depth of analysis, and decision support. The objective is clear: remain ahead of the curve while continuing to deliver rigorous, current, and outcome focused advice to our clients,” concludes Satish Mehta, MD & CEO at Athena Advisors.
