    What Is the Halwa Ceremony and Why Is It Held Each Year Before the Union Budget?

    You've probably heard of the traditional "Halwa ceremony" that takes place annually right before the Union Budget. The halwa ritual typically lasts a few days, and the budget has been given on February 1st since 2017. However, have you ever wondered why this annual halwa ceremony is customarily held? What relevance does it have? Continue reading as we delve further into the past to make this clearer for you.

    A few days before the Union Budget being presented in Parliament, there is a customary "Halwa Ceremony" wherein the officials and support personnel involved are served halwa, a sweet delicacy. Halwa is a traditional dessert in our nation.

    Prior to feeding colleagues, the Finance Minister typically stirs the big cauldron (pot/kettle) of halwa.

    Why Is It Done Prior to the Budget?

    The Halwa Ceremony is held because, you know, it's customary in many regions of India to begin significant or auspicious occasions with sweets. The budget preparation process comes to an end with the Halwa ceremony. 

    The Finance Minister also views the Halwa ceremony as a way to show gratitude to everyone who put in a great deal of work on the Budget. Once 'halwa' is served to all employees of the finance ministry, the ceremony initiates the 'lock in' and printing of budget documents. 

    Where Is The Ceremony Held for Halwa?

    The Finance Minister and Union Ministers of State for Finance are typically present at the Halwa event, which takes place in the basement of the Finance Ministry in Central Delhi. The Finance Minister may also examine the arrangements and take a tour of the Budget Press as part of the ceremony.

    What Proceeds Following the Ceremony?

    Following the event, there is a "lock-in" period during which personnel from the finance ministry enter the Budget Press, which is housed in the North Block, the ministry's headquarters. Only until the Finance Minister concludes her address on the Union Budget on February 1st, can they be released.

    When Was the Halwa Ceremony Held the Year Before?

    The previous year's Halwa Ceremony took place on January 26, 2023, which is also India's Republic Day.
